FLAGSTAFF'S BOARDS AND COMMISSIONS
Want
to get involved? The members of the City Council are committed to a tradition
of citizen involvement in municipal government where open communication is
welcomed and encouraged. The City's boards, commissions, and committees were
created to foster public participation and input and to encourage Flagstaff citizens to take an active role in city government.
All
City board and commission members must live within the City limits of Flagstaff at the time of their appointment and for the full duration of their term in
office. Appointments are approved at public meetings and individuals are
selected solely at the discretion of the City Council. The members of the
City's boards and commissions, and most committee members, are appointed by the
City Council to three-year terms, unless an appointment is made for the balance
of a member's term due to that member's resignation or disqualification from
office, or a different term length is set by law.

AIRPORT COMMISSION
The Airport Commission consists of seven Council-appointed
citizens. The Airport Commission is responsible for reviewing and reporting to
Council on the development of the Airpark and on matters affecting the
operation and efficiency of the airport, using the Airport Master Plan as a
guide.
AUDIT
COMMITTEE
The Audit Committee meets as needed, but at least once a
year, to review the City's Annual Financial and Single Audit reports. The
Councilmember representative to the committee is a voting member.
BOARD OF ADJUSTMENT
The
Board of Adjustment is made up of seven Council-appointed citizens. The Board
of Adjustment holds hearings on requests for variances and zoning decision
appeals. The board does not have the authority to change zoning laws.
BEAUTIFICATION
AND PUBLIC ART COMMISSION
The
Beautification and Public Art Commission consists of nine citizens of varying
backgrounds. The commission recommends expenditures from the BBB
beautification fund and the public art portion of the BBB arts and science
fund. The Commission studies and recommends community beautification projects
ranging from landscaping and irrigation, signs and billboards, buildings,
facilities, streetscapes, gateways, the purchase and installation of public art
projects within beautification projects, property acquisition for beautification
and/or public art projects, and neighborhood-initiated projects, to mention a
few. Member terms are for three years and the Commission meets once per month.
BUILDING
AND FIRE CODE BOARD OF APPEALS
The
Building and Fire Code Board of Appeals consists of five Council-appointed
citizens who meet when necessary. The Building and Fire Code Board of Appeals
holds hearings on appeals related to the application and interpretation of City
building and fire codes. The Board of Appeals has no authority to interpret
the administrative provisions of the code, nor is the board empowered to waive
requirements of the code.
COMMISSION
ON DIVERSITY AWARENESS
The Commission on Diversity Awareness is comprised of
seven regular members who represent the diverse population of Flagstaff. The
mission of the commission includes, but is not limited to, fostering mutual
understanding, tolerance, respect, and awareness among all citizens;
recognizing the different economic, cultural, social, racial, religious, and ethnic
groups within the City; cooperating in the development of educational programs
dedicated to improving community relations; and enlisting the support of
various groups to foster diversity awareness.
COMMUNITY LAND TRUST COMMISSION
The Community Land Trust Commission has been created to
review land trust policies and procedures and to provide advice to the City
Council regarding such policies, procedures, and their application, as well as
a variety of other reviews relating to Land Trust affordable housing. Nine
citizen members serve on this commission, three of whom represent people who
participate or qualify in the Land Trust Program, one member each from the
lending, real estate and development sectors, and one member each from the
non-profit or social services, and employer sectors.
DISABILITY AWARENESS
COMMISSION
Two
alternates serve as non-voting members of the Disability Awareness Commission
in addition to the seven voting members. The committee's goals are to expand
educational opportunities; improve access to housing, buildings, and
transportation; have greater participation in recreational, social, and
cultural activities; encourage greater opportunity for employment; and expand
and strengthen rehabilitative programs and facilities.
FLAGSTAFF HOUSING AUTHORITY
The
Flagstaff Housing Authority consists of the Mayor and six citizens who are
appointed by the Mayor. The Housing Authority implements the City's public
housing programs.
HISTORIC
PRESERVATION COMMISSION
The
Historic Preservation Commission has seven Council-appointed citizens. The
Historic Preservation Commission locates sites of historic interest in the
City, advises the City Council on all matters relating to historic
preservation, and reviews development projects in the downtown design review
district.
INDUSTRIAL DEVELOPMENT
AUTHORITY
The
Industrial Development Authority consists of nine Council-appointed members who
meet on an as-needed basis, but at least once a year. This is an independent
authority established by State law. The Authority issues revenue bonds to
projects eligible for financing under State statute. The City Council gives
final approval on all bond issues.
LIBRARY BOARD
There
are seven members on the Flagstaff City - Coconino County Public Library Board:
two County representatives, four Council-appointed members, and one voting
Councilmember. The Library Board serves as a citizen's advisory board to the
Library Director.
OPEN SPACES COMMISSION
The
Open Spaces Commission consists nine voting members--seven Council-appointed
members and a representatives from the Planning and Zoning Commission and Parks
and Recreation Commission each. The Commission serves as an advisory body on
the acquisition, management, use, restoration, enhancement, protection, and
conservation of open space land.
PARKS AND RECREATION
COMMISSION
The Flagstaff Parks and Recreation Commission is comprised of seven Council-appointed members.
The commission makes recommendations to the Council regarding City parks and
recreational programs. The Commission also reviews and recommends the annual
budget and capital improvements for the Parks and Recreation Division.
PERSONNEL BOARD
The
Personnel Board is comprised of seven Council-appointed citizens who meet on an
as-needed basis. This board conducts hearings to insure that permanent,
classified employees' rights are protected and that proper procedure is
followed by the City concerning dismissal, demotion, or suspension. The
Personnel Board forwards all recommendations to the City Manager who has final
authority in all personnel matters. This board does not require a Council
representative.
PLANNING AND ZONING
COMMISSION
The
Planning and Zoning Commission consists of seven Council-appointed citizens.
This commission serves as an advisory board to the Council on matters relating
to the growth and physical development of the City. The commission also
conducts hearings on amendments to the Zoning Map, tentative subdivision plats,
and Development Review Board appeals.
PUBLIC SAFETY PERSONNEL
RETIREMENT SYSTEM
The
Public Safety Personnel Retirement System is made up of the Mayor (voting
member), two Council-appointed citizens, two representatives from the Police
Department, and two representatives from the Fire Department. The board meets
as needed to process membership and retirement applications from Flagstaff police officers and firefighters.
SUSTAINABILITY
COMMISSION
The
Sustainability Commission consists of seven voting Council-appointed members.
The commission is responsible for recommending and coordinating activities in
concert with the Flagstaff sustainability program, the U.S. Mayors’ Climate Protection Agreement, and other sustainability initiatives. To
accomplish these objective, the commission will address (although not
exclusively) climate and air quality; transportation; energy; solid waste and
toxic substances; water, wastewater, and stormwater; sustainable building and
purchasing practices; and sustainable economic development. Among the
commission’s directives are promotion of sustainable practices in all spheres
of life and educating the public.
TOURISM
COMMISSION
The
Tourism Commission consists of nine appointed members. The mission of the
Tourism Commission is to develop, promote, and maintain Flagstaff as a
year-round visitor destination with professional visitor services that will
benefit the community economically, environmentally, and socially.
TRAFFIC COMMISSION
The Traffic Commission consists of seven voting members
(a representative from the Flagstaff Unified School District, and six
Council-appointed citizens) and three ex-officio members (the City Traffic
Engineer, the City Court Magistrate, and a Police Department representative).
The Traffic Commission reviews requests for changes in traffic regulations and
formulates and recommends traffic-related policies and ordinances to the
Council. The Traffic Commission has appointed two subcommittees to provide
advice on special traffic and transportation topics:
Bicycle Advisory Committee
The
Bicycle Advisory Committee is composed of seven members appointed by the
Traffic Commission. Members serve three-year terms. The committee
investigates, considers, and makes recommendations to the Traffic Commission on
items assigned to them by the Commission relating to bicycle issues in the
community.
Pedestrian Advisory Committee
The
Pedestrian Advisory Committee is composed of seven members appointed by the
Traffic Commission. Members serve three-year terms. The committee
investigates, considers, and makes recommendations to the Traffic Commission on
items assigned to them by the Commission relating to pedestrian issues in the
community.
WATER COMMISSION
The
Water Commission consists of nine Council-appointed citizens and a non-voting
representative from the Planning and Zoning Commission. The commission meets
to review extensions of the water and sewer collection systems, treatment and
use of water furnished by the City, treatment and disposal of the City’s sewage
system effluent, stormwater management, and water/sewer rates.
YOUTH COMMISSION
The Youth Commission consists of
thirteen Council-appointed, members at large (between the ages of 13-18), and
two alternate members. The commission's purpose is to provide input to the
City Council on issues affecting youth, including employment and recreation.
The commission also organizes the annual Youth Town Hall.
